تقدّم الشبكة الإلكترونية الاتحادية نفاذا مناسباً وعند الطلب إلى مجموعة مشتركة من الموارد الحاسوبية القابلة للضبط (مثل الشبكات والخوادم والتخزين). بفضل اعتماد نموذج نشر وإطلاق مركزي، يمكن توفير موارد الحوسبة والتخزين بسرعة وتطبيقها بأقل مستوى من الجهد والتواصل مع مقدّم الخدمة. والهدف العام، هو إنشاء بنية اتحادية أكثر مرونة حيث يمكن توفير الخدمات عند الطلب لتلبية متطلبات الحوسبة الحكومية.
